Duration? An hour or so -- everybody is standing by -- versus longer meetings -- 2 weeks? 3 months?

Discussion vs. deliberation? Both seem possible

Introduce other collaborative processes ("suspend the rules"?)

Time zones
     Decisions could be made while sleeping...
     Windows of opportunity for participation open and close

How does e-Liberate scale? Can 50 use it? 100? 1000?

Legal issues -- When are public meetings required? what's "public?" What's a meeting? Use of "back channel" discussions legal? Ethical?
