• acknowledges and promotes intelligent, dynamic, distributed, collective, flexible, creative and inclusive involvement of people

• is pragmatic, contextual and idealistic -- built on realities, possibilities, visions

• addresses and links global and local issues

• detects and repairs tears in the social and environmental fabric

• challenges and cooperates with existing organizations and trajectories

• builds upon traditional and modern communication and information systems

• promotes effective civic problem-solving
