August 13, 2003

1. K-9 – Officer Jim Syler and Titan

Officer Syler and Titan gave a K-9 presentation. Titan is a four and half year old German Shepherd imported from the Czech Republic and has been on duty of two years. Tukwila has two K-9 Patrol dogs. Officer Syler and Titan have worked together since April 1997. Titan specializes in tracking fleeing suspects and building searches. He has 65 captures. Titan constantly does alarm searches. He does a building search in a fraction of time that it would take a patrol officer. When not on duty he lives at home with Officer Syler.  Both K-9 Patrol dogs have recently received vests. Thanks to a fundraiser held by Bothell High School marketing class. The Washington State Police Canine Association accredits Officer Syler and Titan.

2. Chief’s Update – Lt. Don Lincoln, Patrol Operations

Chief Haines will return on Friday, August 15, 2003. The budget proposal is waiting for Chief Haines.

The new 12-hour Patrol shift began on August 1, 2003. Results - significant reduction of overtime and sick leave, more time off. Staff more officers on duty at a time - two more officers in the traffic unit - frees up two sergeants. Improvement on day-to-day service.

Night Out Against Crime – block event held on August 5, 2003 – a lot of participation.

Residential Traffic Patrol – has installed three moving radar units from the approximately $6500.00 awarded the department by the Washington State Safety Traffic Commission for the number of citations written.

Bev Lemen asked about the law regarding motorists being cited in school zones. The signs are worded "when children are present", but motorists are cited during school hours whether or not children are present. Lt. Lincoln said he would check into it.

Two patrol cars have been equipped with state of the art satellite uplink radio communication equipment. These have computer/website access capability. They are on a trial basis from COSTCOM.

Captain Sutter will be back September 6 from the FBI National Academy in Quantico, Virginia.

3. Discussion of 2003 Goals

a. Council Presentation and COP Awards tabled until September meeting.

b. Vehicle for Citizen Patrol – Chief Haines is waiting for the budget.

4. Marketing Material for Board – tabled until September meeting.

5. Tour of Police Department – discussed possible schedule for October meeting

6. Confirmation of Board member

Terry Williams will be confirmed at the City Council Meeting on September 2. Everyone encouraged attending to show support.

8. Good of the Order

Art Rosengren said the Highway 99 Action would have their barbeque Saturday, August 23 at Larry’s Market parking lot. The Highway 99 Action Committee and Tukwila Police Department sponsor the barbeque. The hours will be 11:00 AM to 3:00 PM.

Christine Smith said Sgt.Rekow possibly would have a car video vendor do a presentation at our next meeting.
