Please call Speaker Newt Gingrich and your House member in Washington, D.C. Tell them you are concerned about National ID, and ask them to support two budget amendments: 1. Rep. Ron Paul's amendment to the Labor, HHS, and Education budget to prevent funding of national health care ID (details below). 2. a one-year moratorium on national ID regulations in the Transportation budget (suspending new federal driver license regulations after more than 2,000 public comments expessed concern). As of late Wednesday morning, Pacific time, both budgets were still in committee. Paul's bill (H.R. 4281), an amendment he hopes to attach to H.R. 4274, the Labor, HHS, and Education Appropriations bill, which will defund all health care identifiers. NOTICE: H.R. 4274 would enact new fees to operate the National Practitioner Data Bank: "...in addtion to fees authorized by section 427(b) of the Heatlh Care Quality Improvement Act of 1986, fees shall be collected for the full disclosure of information under the Act sufficient to recover the full costs of operating the National Practitioner Data Bank, and shall remain availa ble until expended to carry out that Act" THIS MEANS: This data bank, currently in existance, is separate from the newly enacted National Provider Identification system which Rep. Paul's amendment addresses, along with the Unique Patient ID, the PayerID, and the Employer ID planned for health care transations. It would appear that the National Practitioner Data Bank is more expensive than initially anticipated and additional fees are required to cover expenses. ***THIS SHOULD PUT THE CREATION OF FOUR NEW IDENTIFICATION SYSTEMS (DATA BANKS) INTO THE PROPER FISCAL PERSPECTIVE REP PAUL'S AMENDMENT: SEC. 801. (a) None of the funds made available in this Act may be used to carry out section 1173(b) of the Social Security Act (42 U.S.C. 1320d-2(b)).
