- The City's Neighborhood Planning Program, a program under the Comprehensive Plan, provides funding and resources for neighbors to be involved in planning the future of their community. On May 8 1995, the Fremont Neighborhood Planning Coalition met to discuss such a planning effort in Fremont. An organizing committee was created, including representatives from the Neighborhood Council, the Arts Council, the Chamber of Commerce and residents of Queen Anne and Fremont.

- The organizing committee is applying for a grant from the City for community involvement and identification of neighborhood issues, and will work on outreach activities. At a Community Planning Forum in 1996, a planning committee more representative of neighborhood diversity, replaced the organizing committee .
