A general membership meeting will be held in February, 1997 at the Newport Way Library. The exact date and time will be announced in the next HCCA Newsletter.
This will be an important meeting, as we still need to nominate and elect both the president and vice-president for 1997.

Dues for 1997 are due now. Please remit your check for $20 along with the attached coupon and questionnaire before January 31, 1997.
Your membership in the Horizon Crest Community Association is very important! HCCA was established to encourage community pride, awareness of each other as neighbors, and as a forum for the discussion and resolution of concerns relative to the presentation of our community, to safety concerns and to other items of general community interest.
At the General Meeting held on October 22nd, the members present nominated and elected the Association’s Treasurer and Secretary for 1997.
Peggy Gabriel was elected Treasurer, replacing John Caputo. Ruth Oreck was once again re-elected as Secretary.
At the general meeting in February, 1997, we will nominate and elect a President and Vice-President.
A new roster of Horizon Crest residents will be published during the Spring of 1997. Be sure to return the questionnaire so that your information will be accurate and up-to-date.
The problem of overgrown trees and plants was discussed at the October meeting.
Our neighborhood is now about twenty years old, and many trees and plants that were not existing ‘trees of exceptional beauty’ when the development was built have now grown quite large and are causing some problems with blocking views.
If you have trees or plants that have grown to the point that they might be blocking a neighbor’s view, please trim them.
If you have a blocked view from a neighbor’s trees or plants, follow these steps to remedy the problem:

| If the problem still isn’t remedied, contact the City of Bellevue’s Neighborhood Mediation Program at 462-4091. This is a free service to all residents of Bellevue! |
| If mediation doesn’t solve the problem, the City of Bellevue will ultimately enforce the Covenants! |
Have you let ivy or shrubs grow out over the sidewalk? Your landscaping must not "obstruct or impair the full and free use of the sidewalk or street by the public". Don’t forget, it’s your responsibility!
Bellevue City Code Section 14.06.010-050 assigns this responsibility, and allows for fines of up to $300 for failure to comply with this ordinance. Plus, they’ll do the trimming and send you the bill!

The Welcoming Committee is preparing a packet of information for new residents in Horizon Crest. This information will include important phone numbers (police, fire, city of Bellevue, etc.), as well as information about trash pick-up and other things unique to our area.
If you have an idea about some information that you think would be helpful to new neighbors, you can contact Diedre Girod at 643-5049.
Also, the Welcoming Committee will be sending letters to Realtors who obtain listings within Horizon Crest to let them know about the Community Association and remind them of the Protective Covenants in our neighborhood.

Enclosed in this issue of the HCCA Newsletter is a Questionnaire and Payment Coupon for 1997 dues plus a pre-addressed and stamped envelope to make it easy for you to return it!
PLEASE RETURN THE QUESTIONNAIRE AND YOUR CHECK FOR $20 BEFORE JANUARY 31, 1997!!!
Dues are the only support of your association which gives all of us a stronger combined voice with the City of Bellevue than any of us might have individually.
A prompt and timely response helps us by saving us the time, effort and cost of sending reminder notices in January. Remember, HCCA officers, board members, and committee members are all volunteers who receive no compensation for the time they devote to helping to improve our neighborhood!
This year, we’re making an extra effort to update our existing neighborhood roster and make it’s information more accurate and complete.
We’re also compiling information about the availability of Internet email and Web access by everyone in our community to help determine if the expansion of an HCCA Web page and/or distribution of neighborhood news via email is practical.
Please take the time to fill out the questionnaire and return it to HCCA along with a check for $20 for your membership dues for 1997.
Watch for the February issue of the HCCA Newsletter for a Calendar of Events for 1997, including block parties, general meetings, clean-up day, and other community events!
The Horizon Crest Community Association now has an Internet email address! If you have access to Internet email, you can send email to the association at hcca@juno.com.
HCCA also has a home page on the World Wide Web! You can see it at http://www.geocities.com/Heartland/Ranch/4895. The site is still under construction, but you can still stop by and take a look! In the future you’ll see meeting notices, newsletter articles, and other items of interest there.
