General Meeting Scheduled For Tuesday June 9th
A General Meeting has been scheduled for Tuesday, June 9, 1998 at 7:00PM at the Newport Way Public Library to discuss projects in our area that can be paid for by the city of Bellevues Neighborhood Enhancement Program (NEP) funding. As it does every three years, the NEP is again in our area! This could mean that projects like a sidewalk on the east side of 150th Ave SE between SE 50th St and SE 46th Way could be funded by the city. In 1995, $880,000 of projects were proposed, and $140,000 of improvements were funded.
Unfortunately, none of the NEP projects in 1995 had any
direct impact on the Horizon Crest area because none of those projects received sufficient
votes. Were hoping that this year will be different and well get a huge
response from HCCA residents when the city sends out the NEP ballots later this year.
If you have ideas for any project, we encourage you to
submit them to the citys NEP program or share them at this meeting. Also, when the
city mails NEP ballots later this year, be sure to vote for those projects that will have
the greatest positive impact on our neighborhood, and encourage your neighbors to do the
same. We have 228 votes to cast, so we can have a very strong voice if we get a high level
of participation!

HCCA Voice Mail
HCCA can now be reached by calling the Horizon Crest Community Association Tele-Helper Voice Mail Line at 206-405-2011. When you call, youll hear announcements about upcoming community events, and youll be able to leave a voice message for the Association.
The number is available 24-hours a day,7-days a week, and is courtesy of Network 3H3, Inc., provider of the free voice mail service Tele-Helper.

1998 Membership Drive
1998 is a near record year for memberships, with 108 members so far! Thats one short of last years record-breaking 109 members, and only six short of our 1998 goal of 114 (50% membership).

Problems With Loose Pets!
The most common neighborhood problem cited by HCCA members was problems with dog poop, barking dogs, and loose dogs in the area.
Bellevue City Code Section 8.04.090E requires that dogs be under control and on a leash, and any dog found roaming, running, straying or being away from the premises of the owner...and not under control... may be impounded.... BCC 8.04.090H states that it is ...unlawful for the owner... to harbor or permit a barking dog... any dog which, by frequent or habitual howling, yelping or barking, unreasonably annoys or disturbs other persons in the vicinity of the premises or upon the public street or in a public place.
If you have a problem with any of these issues, you can contact King County Animal Control at 206-296-PETS (206-296-7387). You are allowed to restrain any animal which trespasses on your property and hold it for pick-up by Animal Control. Pet owners will pay $30-$90 plus boarding and license fees to gain the release of their pets. Please do not try to restrain a vicious animal! Call Animal Control immediately!
King County Animal Control will have extra patrols in our area over the next several months to watch for loose and unleashed dogs.

Spring Cleanup Day!
The annual Horizon Crest Spring Cleanup Day has been scheduled for Saturday, May 16th! Get out your brooms, rakes, shovels, and clippers and join in!
As we did last year, HCCA will be paying for yard waste dumpsters to be placed in our neighborhood that weekend. The dumpsters will be in the same locations as last year: On the east side, the dumpster will be near the corner of 159th Pl SE and SE 50th St. On the west side, the dumpster will be near the corner of SE 48th Dr and 151st Pl SE. Because of the overwhelming demand last year, a third dumpster will be located at the end of 156th Ave SE near 155th Pl SE.
Remember, these dumpsters are for YARD WASTE ONLY! No trash, lumber, or other non-organic materials! Also nothing over 48 inches in length or over four inches in diameter! Just one illegal piece of material in the load causes the rate to more than triple the cost of the dump fee! Please be careful and considerate of what you place in any of these dumpsters!
If you need help hauling yard waste from your yard to a dumpster, please call HCCA and leave a message at 206-405-2011. Volunteers will be available with pickup trucks and trailers to help you.
If the big dumpsters are full, you can put out more than just your large yard waste barrel for the regular pickup! Be sure that limbs are not more than four inches in diameter and not more than four feet long. Tie them in bundles that don't weigh more than 60 pounds. You can then put them out for the next regular yard-waste pickup day, Wednesday May 27th.
If you need bark or planting materials for an island on your street, HCCA may be able to help. Leave a message for HCCA regarding the materials that you need and well get back to you with more information.
Please take this opportunity to ensure that all the walkways adjacent to your property are clear of all plants, debris, and tree branches (to a height of over six feet above the walkway). Neighborhood Park Opening Soon!
Construction on Saddleback Park has started! This new neighborhood park, located just few blocks up the hill past the west entrance to Horizon Crest (on 151st Ave SE) should be completed in about three months. The park will include a sports court, swings, open grass areas, and trails. Also, there will be parking available for about five cars.

Bellevue Nature Trail Guide Available
The Bellevue Parks & Recreation Department has published the third edition of their Nature Trail Guide.
This booklet contains maps and descriptions of the existing and proposed nature trails in the city of Bellevue, including many which are within walking distance of Horizon Crest (the Somerset open space trail system).
You can pick up this free guide from the Bellevue Parks Department, or leave a message on the HCCA Tele-Helper Voice Mail Line (206-405-2011) and well get one to you!

Coyotes: A Danger To Your Pets!
There have been several reports of coyotes in our neighborhood killing pets The Wiegands (on SE 150th St) lost their 9-year-old terrier-mix, Sox, to a coyote in January of this year, and other missing neighborhood pets may also have fallen victim to coyotes.
You can help avoid attracting these wild animals to your yard by not leaving pet food outdoors, and making sure your trash can lids are tightly sealed. Also, keeping outdoor pets in your house or garage over-night may help to save the lives of your four-legged family members!

Horizon Crest Residents Speak Before City Council
Horizon Crest residents Dan Case and Dave Lewis spoke before the Bellevue City Council on Monday May 4th at the Capital Investment Program Hearing. They requested that funds be allocated for fixing the deteriorating sidewalks in the Horizon Crest neighborhood. Dan also requested funding for a sidewalk on the east side of 151st Ave between SE 46th Way and the new Saddleback Park.
