MARK YOUR CALENDAR: GENERAL MEETING FEBRUARY 11TH
The annual general meeting for the Horizon Crest Community Association has been scheduled for Thursday, February 11, 1999 at 7:00pm.
Please be sure to note that the meeting place has changed! This year, it will be held at the Eastgate Elementary School Library at 152nd Ave SE and Newport Way SE.
This is a very important meeting! You are urged to attend! We will be nominating and voting for officers and board members, as well as discussing the Neighborhood Enhancement Program (NEP) projects that will affect our area.

VOLUNTEERS NEEDED!
Volunteers are needed for the coming year. We need people to serve as officers, board members, and committee members. Also, we need someone to produce the newsletter (about four per year), and a new Webmaster for our Web site.
Officers and Board Members
There will be several vacancies to be filled this year. Our current president, Dan Case, and our current treasurer, Peggy Gabriel, will not be serving as officers again in 1999. Our current vice-president, Scott Bigham, has moved from the area and this position is already vacant.
Whether youre a new resident of Horizon Crest or a long-time resident who has served as an officer in the past, we need for you to consider volunteering some time and serving as an officer for 1999.
Newsletter Publisher
Jeff Goldman, who has been publishing the HCCA newsletter since December 1996, will no longer be producing the associations newsletters.
The HCCA Newsletter is our main source of communication between the association and the residents of the Horizon Crest neighborhood. Its continuance, in any form, is vital.
Whether you have a computer or just an plain old typewriter, if youd like to produce the HCCA newsletter, please let us know!
Webmaster
Our Web site, hosted at www.scn.org/neighbors/hcca, requires only periodic updating, or a complete redesign. If youre the Webmaster, its your choice! Anyone with Internet access can do this! Please let us know if youre interested.

We have many new neighbors who have moved to Horizon Crest during 1998! We want to encourage you to join the community association and attend the General Meeting on February 11th!
Please check to see that the name on the newsletter envelope is correct. If it is not, please be sure to let us know so that we can keep our neighborhood roster up to date!

1999 MEMBERSHIP DRIVE
Were shooting for another record year of memberships for the Horizon Crest Community Association! Last year, we had a record 121 members!
The modest $20 annual dues goes toward funding a stronger association, and pays for things like the annual Neighborhood Cleanup Day yard-waste dumpsters, plantings for the islands, production and mailing of the newsletter, and liability insurance for officers of the association.
Enclosed with this newsletter, youll find the membership payment coupon as well as a pre-addressed stamped envelope for returning the coupon with your $20 check.
Please, even if you choose not to join the community association, return the coupon in the enclosed envelope. (After all, were even providing the stamp for you!)
Name, address, and telephone information will never be given or sold to anyone and will only be used for community association business and inclusion in the neighborhood roster. If you dont provide the information for us, we must spend time locating this information from public records.
Our membership rate has increased steadily every year for the past three years. Lets not make 1999 any different!

BELLEVUE NEIGHBORHOOD ENHANCEMENT PROGRAM
Several weeks ago, you received a Voters Pamphlet" in the mail from the city of Bellevue Neighborhood Enhancement Program (NEP).
Most of you have probably already mailed your NEP ballot back to the city. But, for those of you who havent, here are the projects that most directly affect our area:
| EC-2: Develop trail from SE 48th Drive north to SE46th Way and from SE 46th Way to Eastgate Elementary. | |
| EC-9: Construct concrete curb and asphalt sidewalk on the east side of 150th/151st Avenue SE from SE46th Way to SE48th Drive. | |
| EC-12: Install landscaped median on SE 48th Drive at 15200 block. | |
| EC-8: Construct curb, gutter and five foot wide sidewalk on the east side of 150th Avenue SE from SE 44th Street to SE 45th Place. | |
| EC-3: Construct curb, gutter and five foot wide sidewalk on the north side of SE 45th Place from 148th Avenue SE to 150th Avenue SE. |
These projects are all funded by the NEP using funds already set aside for neighborhood enhancement. The projects receiving the most votes will be funded using the $170,000 allocated for our area! This is tax money that weve already paid, and we have an opportunity to have this money spent right here in our neighborhood, on streets that we walk and drive on daily, rather than having it go to projects outside our area.
If you havent yet voted, please do so. Remember, the NEP ballots are due back to the city by February 15th.

PROPERTY MAINTENANCE
With all the heavy rain from last fall and the recent wind, rain, and snow, please take a moment to check the curb drains adjacent to your property to be sure that they stay clear. Blocked drains prevent water from leaving the street surface, creating hazardous conditions when it freezes. It takes just a minute to clear debris from these drains!
Also, please take a moment to check that the sidewalks adjacent to your property are clear and that plantings dont impede pedestrians walking two abreast.
Remember, regular every-other-week yard waste pickup resumes again on Wednesday, March 3rd!
