As of May 1, 2000, the average wholesale price of factor has been lowered by 40%, which is lower than most companies’ acquisition price.  What this means to you is that your choice of where you obtain your factor will be limited to hospitals or your local treatment center and in some remote states…nowhere. 

 

Call your factor product provider immediately to see how this action by First Data Bank and the Department of Justice will impact your hemophilia treatment and services as you are currently receiving.  This change may not affect some people who are satisfied with the HTC or Hospital.  If you need the services that homecare provides this will be an unexpected removal of choice.  Additionally, if homecare companies do not survive this change, the programs your local chapter currently enjoys because of the donations from homecare companies will change and you will feel the financial impact.  Examples of these programs are summer camps, holiday parties, special events, newsletters...etc. 

 

Some people will think this is good news to hear the price dropping for insurance cap issues, but this change essentially destroys the homecare business.

 

For those that want to learn about PHS Pricing you can go to the Office of Pharmacy Affairs homepage, formerly the Office of Drug Pricing, at  http://www.hrsa.gov/odpp/new.htm . Here you will find information about Section 340B of the "1992 Veterans Health Care Act" along with notices on how they intend to proceed, participation statistics, etc.

 

The issues that most concern us are Medicare/Medicaid reimbursement based on the 340B program, forced participation of HRSA grantees (HTC's), and use of a "Prime Vendor" to supply all medications covered under 340B. The above web address will give you the current information on these issues so that you can make an informed decision.
