The following outline of chapters can be used for both a project proposal (seeking money or approval) or for a project design (a planning tool)

Chapters

  • Title Page:
    date, project title, location(s), name of your organization, and other necessary single line information
  • Background:
    causes of the problem, not descriptions
  • Goals:
    solution[s] to the identified problem
  • Objectives:
    verifiable specific outputs of the project, specific amounts, completion dates
  • Beneficiaries:
    target group, who, size, characteristics
  • Activities and Targets:
    inputs of the project, what resources are needed, including land, tools, supplies, cash, labour, planning, management (local, outside). How much of each is needed
  • The Schedule:
    each action when, time plan
  • The Organization:
    set-up, agency profile, who does what
  • Costs & Benefits:
    value of output, cost per beneficiary
  • Monitoring:
    how to observe if objectives reached
  • Reporting:
    how often, to whom, including what
  • Appendices:
    • Lists;
    • Documents;
    • Maps;
    • Detailed Budget;
    • Diagrams; and/or
    • Detailed Descriptions.
  • Abstract:
    executive summary
