TOP GRANT ROUND OPENS...

On January 11, the Technology Opportunities Program (TOP) announced the opening of the FY 2001 grant round competition. This year TOP has approximately $42.5 million available for grants. The maximum amount an applicant can request in federal funds is $900,000, which must be matched with local funds. The deadline for submitting an application is March 22, 2001.

As in previous years, TOP seeks applications that demonstrate innovative uses of digital network technologies in underserved communities. Each TOP project should yield new insights into how best to use network technology and offer opportunities to learn what works well and what doesn't. Because these grants will serve as national models, each project must include provisions for a thorough evaluation that will provide reliable data and lessons learned that can be shared with others.

This document is a listing of some resources available that may be beneficial to non-profit organizations, community centers and educational institutions interested in facilitating a community network in their area. The list is separated into 3 areas:

A. Federal Grants - This listing gives the location of the grant which includes information on the authorization for the grant, its objectives, the types of assistance, the uses and restrictions for the grant, and any eligibility requirements for the applicant and beneficiary. It also gives information about the credentials or documentation, the application and award process including preapplication coordination and the application procedure, the awards procedure, the deadlines to apply (application deadlines are available on the World WideWeb at address: Grant Application Deadlines), the range of approval or disapproval time, any appeals, renewals, related programs, examples of funded projects and criteria for selecting proposals.

B. Grant Guides and Information - This is a listing of written grant guides and books available that reference community, technology and education grants. **The Grant Guides section represents some terrific grant resource and guide information compiled by Michigan State University. (**See Section B for ownership statement/copyright.) The Book section is a listing of additional resources that I've compiled that pertain to community grants and funding. These are separated into domestic and international categories respectively.

C. Federal Government Information Sites - This is a list of Web addresses, postal addresses and other contact information where available for the various federal agencies and/or programs that provide funding or grant information.

This list is not a comprehensive list of every possible type of assistance available but it does provide some good examples of the types of grants available, the application process and other web sites that could provide additional information.
