The annual meeting of HCCA was held on February 16, 2000. Many of the highlights of 1999 were shared, a report from the Treasurer was presented and the results of the neighborhood survey were discussed. During 1999 the neighborhood association held its first ever picnic in September with over 100 people attending the BBQ and potluck despite cool weather. Many residents took full advantage of the dumpsters provided at the Spring Cleanup in May and the containers were filled before the end of the weekend. A new board was elected in February. ber 31, 1999. This compared to a balance of $1,374 on December 31, 1998 and included membership payments and interest income of $2,030 and expenses of $2,156 during the year. The results of a HCCA survey were presented. Virtually all respondents wanted to continue the Newsletter, Clean Up Day, Neighborhood Picnic and Annual Meeting. A majority felt the sidewalks and visibility on corners were areas needing improvement while 25% felt excessive speed was a problem. The meeting ended with all vowing to be available to help the Association with the tasks highlighted in the survey.

The Horizon Crest Community Association provides services and improves our neighborhood.
The HCCA:
Helps to protect neighborhood property values. Holds general meetings on topics of interest to our neighborhood. Past topics have included the City of Bellevue Neighborhood Enhancement Program, Neighborhood Mediation Program, traffic control, and mini-park planning. Stays in contact with the city to implement maintenance and improvements in the neighborhood. Organizes and supports annual neighborhood cleanup and picnic. Maintains lights, flowers, sign, and shrubbery at main entrance island (SE 48th & 151st Ave). Helps residents interpret covenants. Publishes a newsletter to inform residents of current events, meetings and city matters. Updates and distributes list of names, addresses and telephone numbers of homeowners.

The HCCA has lobbied for and obtained:
Sidewalk improvements and patching. Much improved snow removal/sanding. Better police and emergency response. New street signage. Traffic speed enforcement. Traffic flow improvements. Left turn signal at Newport Way.
