Norma Patterson, our best organizer, has agreed again this year to host the1999 View Ridge Candidates/Issues Night.  Because there are fewer positions to vote on this year, there will be time to present the pros and cons of some of the issues we will be voting on in November.

 

Refreshments will be served at intermission.  Bring your neighbors and friends early, we will have a lot to discuss.


 


 


GET INVOLVED in the View Ridge Playfield Improvements

 

The Seattle Department of Parks and Recreation is working with the View Ridge Community on improvements to View Ridge Playfield.  Work will occur in 2000-2001.  The City budget will cover design, to occur in 2000, and construction of a basic renovated playground including infrastructure in 2001.

 

The community can help by working with the City on the design and by raising funds for the Neighborhood Matching Grant with community cash, labor and in-kind resources.  This project will make the playground more usable for us.  This is a great opportunity to leverage and focus community funds.

 

The View Ridge Community Club has agreed to act as fiscal agent for the Neighborhood Matching Grant.  Your involvement is needed to get community input and commitments.  Please send your offer of the kind of help you can provide to:

VRCC Trustee Meeting Minutes

 

September 21, 1999

 

President Bob Lucas called the meeting to order at 7:05 PM with a quorum of the Trustees present.  Attending were Executive Board members Jo McKinley, Secretary, and Duane La Violette, Treasurer, Trustees: Alan Miller, Marsha Nemitz, Dick Phillips, Keith Moxon, Inge Strauss, Jeanette Williams, Gary Hammons, Carol Veatch Steve Tull and visitors Meg Goldman, Becky Ringhouse, Pam Kliment, Eric Gold, Doug Lane and T.C. Richmond.

 

The minutes of the June meeting were approved as amended. Marsha Nemitz’s, name was added to the list of attendees.

 

Treasurer Duane LaViolette reported a balance of $4,710.63.  His report was accepted.

 

A motion, which was tabled at the June meeting, to donate $500 to the Sand Point Planning Association to help fund the establishment of their WEB site was restated by Inge Strauss. Discussion included an explanation by Jeanette Williams as to why the WEB site had cost $40,000.  Factored in were hours of professional time to compile extensive information in a sophisticated format complete with graphics, which would explain the program to the community. 

 

Funding thus far has come primarily from the community.

 

The motion passed.

 

Meg Goldman, representing Decatur Elementary School, presented a proposal for tree planting at the playground and requested from VRCC ideas, support and suggestions for outreach strategy.  She explained that Decatur, an alternative school, is

located at NE 77th and 43rd with enrollment of 300 students, K/6.  

 

In response to questioning, she said that this tree project is part of Mayor Schell’s “legacy of 10,000 trees”. 

 

The City will provide three years of irrigation at a cost of $20,000.  Arborists are being consulted as to types of trees, upkeep, security, etc.  Bob Lucas suggested that a story of the project could be published in the View Ridger.  Alan Miller said he would add it to our WEB site.

 

Becky Ringhouse presented an update of the View Ridge Playfield renovation at NE 70th and 45th NE and requested that VRCC hold the funds donated to this program.  Accounts would be separate with VRCC giving its name and backing to the project.  Details will be worked out with Washington Mutual where VRCC banks.  Becky introduced members of her committee, Friends of View Ridge Playfield, Doug Land and T.C. Richmond and Pam Kliment and Eric Gold of the Seattle Parks Dept., which serendipitously, also has a plan for the playfield.

 

Eric read a Capital Improvement Project Statement which included a basket ball court renovation.  When he visited the site, he found no such court.  In January, $25,000 will be available to proceed with the design process.  This sum is part of a $275,000 2000/2001 budget cycle for the View Ridge Playfield.  He estimated raw construction costs of $150,000 plus a 10% cushion and  8.5% for taxes.  Both Eric and Pam Kilment urged neighborhood participation.  Bob Lucas suggested opening the Trustee Meeting of November 16 for a public forum and his idea was approved.

 

In summing up, Becky emphasized the need for a unified play area space, which would be easier to supervise than is the present configuration.

 

 

 

 

COMMITTEE REPORTS

 

Trans. Lake Study: Dick Philips said that the DOT report on the 520 corridor is a good one and can be found on the web.

 

North East District Council: Neale Weaver (excused absence).  Bob Lucas said that Seahawk parking remains a hot issue.  He added to the Red Apple Brigade story that QFC will not be a 24-hour facility and that they are working on revising the traffic and parking pattern.

 

WEB site: Alan Miller referred to the City plan, which was previously mailed to the Trustees.

 

Housing Coalition: No report.

 

Seattle Design Review Board: No report.

 

North Precinct Advisory Council: Dick Hillmann (excused absence).  Bob Lucas said that Dick is now chairman of the Council.

 

Blue Ribbon Committee: Jeanette Williams referred to the SPCLC NEWSLETTER.  She moved that VRCC send a letter to the Mayor and City Council recommending acceptance of the Citizens Plan for Sand Point/ Magnuson Park, seconded and passed.

 

Wedgewood Fair: Carol Vetch, Neale Weaver, Dick Phillips and Marsha Nemitz manned a table for VRCC at the fair held at the Presbyterian Church parking lot next to the Post Office in August.  The Wedgewood Community Club and The Wedgewood Community Advocacy Association sponsored the fair.  We should include this event in our annual calendar planning.  Bob Lucas did a promotional piece for VRCC, which was distributed at the fair and will also put it on the WEB site.

Bob identified the Wedgewood Advocate Association as a political organization separate from the Wedgewood Community Club.

 

Ingre Strauss reported a block party with about 50 people attending.

 

The View Ridge Elementary School held a fund-raiser and proceeds were used to renovate the school library.

 

Candidate’s Night: Bob Lucas said that this will be October 20 and that Norma Patterson  will be organizing it.  He suggested discussion of I 695.

 

View Ridger: Carol Veatch said that the deadline for the October 1 issue is Saturday, September 25th.

 

OTHER MATTERS

 

Articles of Incorporation: Bob Lucas said he was able to obtain a copy of them from the office of the Secretary of States.  VRCC was incorporated in March 1940 for 50 years as a non profit organization (according to the State, not the IRS).  We will have to amend the Articles and extend the life of the Club. A $10 yearly fee to the State will keep us an active organization.

 

Trustee meeting attendance: Bob Lucas has made a list of trustees including their addresses, telephone numbers and E-mail addresses.  He will keep it current.  He plans to call on habitually absent Trustees in January to determine their interest in continuing to serve

 

Next meeting: Candidates Night,  Wednesday October 20.  The meeting was adjourned at 9:00 PM.

 

 

 

 

 

 

 

 

 

 

Sand Point Community Liaison Committee has a website: www.magnusonpark.org

 

Visit it and read what is happening.  The Blue Ribbon Committee, appointed by Mayor Paul Schell in June 1998, has completed their study and has made several recommendations to the Mayor and City Council.

 

·         Their first priority is to restore the land to its natural beauty,

·         Second is the creation and preservation of the historic district, and

·         Third is for a rich mix of uses and user groups.

 

Their last word is to use the Citizens Plan as a base for Magnuson Park design.  Check the SPCLC website for more.

 

Magnuson Park has a new Project Director.  C. David Hughbanks has been appointed by Mayor Schell to head up the Magnuson Park project.  He begins his appointment at once.

 

 

UW Student Housing

 

The University of Washington has hired Lorig and Associates to develop plans for the replacement of student housing on Radford Drive, next to Magnuson Park.

 

The project will be funded through the National Development Council and managed privately for a 30-year period.  From 400 to 450 new units are planned.  Rentals will be at market rate. 

 

This development replaces the 50-year old housing next to the NE 65th Street

 

 

 

 

Magnuson Park entry road.  Thirty new units will be developed on this site and will need to use the Park entry road as access. The project manager for this development is

View Ridge Web Site

 

Donąt forget to log onto our View Ridge Web Site at scn.org.  Then go to Neighborhoods, scroll down to Northeast Seattle and then to View Ridge.  There are links also to other web sites that relate to our concerns. Seattle Public Access Network (PAN) allows other governments and non-profit organizations, which we are, to put their information on the Pan server.  We have a WIDE Area network at work for us.  Pan does not link to candidate sites or sites advocating a position on City or other ballot issues.  Come to our candidate’s night for that information.

 

 

Seahawks at Husky Stadium

 

The Seahawks are planning to play two seasons (2000 and 2001) at Husky Stadium while a new stadium is being built on the Kingdome site.  The Seahawks expect 70,000 fans to attend each game for ten to twelve home games per season.  Adding that to the Huskies’ six home games each season means there will be football there almost every weekend from September through December each year.

 

The Seahawks have been working with neighborhood representatives to develop a Transportation Management Plan (TMP) to preserve on-street parking during games.  For instance, some neighborhoods may obtain game-day residential parking permits at no cost.

is not one of them.  Also the Seahawks have been receptive to the idea of providing funding for capital improvement projects to mitigate traffic problems.  Proposed projects include a transportation planning study of the University area, electronic signs indicating traffic congestion on Montlake Boulevard, traffic circles and pedestrian friendly improvements. A City Council public hearing to air the Seahawks proposed TMP was held on Wednesday, September 15.   Nineteen of twenty neighbors who spoke rejected the proposed Seahawks at Husky Stadium.  The TMP will go to the Council for a vote on or before December 13, 1999.  Please send your comments to them early.

 

You should also note that there will be no public traffic on Montlake after the end of the third quarter of the Seahawk games.  This time will be used to stage the busses.  You can get more information from the web site kurious.org/NESI.  Then click on TMP.

 

Rental revenue to the University of Washington is expected to be six to seven million dollars plus revenue for services.  The University of Washington did not seek approval of surrounding neighborhoods before agreeing to host the Seahawks

 

 

Light Beam Atop the Space Needle

 

View Ridge President Bob Lucas received a letter from Brenda Fritsvold of Seward Park alerting us to a new Seattle project--a powerful light beam

atop the Space Needle.  It is expected to be turned on all night, every night in the year.  Ms. Fritsvold sees this as athwart of congressional law, which forbids use of outer space for advertising (1993) and such a beam, she notes, would destroy our beautiful nocturnal skyline.  We would expect also, that any astronomers within a 100 miles would be joining her efforts to squelch this project.  You may do so by writing the City Council.

Sand Point/Magnuson Park Events

 

Two events at Sand Point/Magnuson Park are worthy and fun times to put on your calendars.  Between November 19 and 27, the FCF Christmas Program will be meeting to fix and wrap Christmas Toys for needy families.  They need lots of personal help.  On December 19, the Argosy Christmas Festival brings the Christmas ship to Sand Point beaches for caroling and winter fun.  Call 233-0063 (then 0 when it answers) for times and places.
