AS SECURITY COUNCIL HEARS UPDATE OF IRAQ ARMS PROBE, UN MONITORS CONTINUE INSPECTIONS
New York, Feb 14 2003 2:00PM
As the Security Council met in New York to hear an update on the inspections process in Iraq, UN monitors on the ground continued to carry out visits today to various facilities around the country.

According to a UN spokesman in Baghdad, the UN Monitoring, Verification and Inspection Commission (UNMOVIC) sought a private interview with a senior Iraqi scientist yesterday evening. "The scientist showed up for the appointment alone but declined to be interviewed under the UNMOVIC format," said Hiro Ueki. "The interview therefore did not proceed."

Meanwhile, an UNMOVIC chemical team continued the process of destroying mustard from the artillery shells and containers. "Its main activity today was to take samples to determine if mustard reacted to the extent expected," Mr. Ueki said. "Preliminary results show that the destruction process has been successful so far."

Approximately 50 kilometres outside of Baghdad, an UNMOVIC biological team performed an aerial inspection of the Chemical Corps School. Two other biological teams visited four sites - recently declared by Iraq - in and around the capital.

Yesterday, a Mosul-based multidisciplinary team carried out a preliminary inspection of the Hadr Ammunition Storage Facility, an army storage site and that primarily contains all types of small arms and artillery munitions over an area of 100 square kilometres. The team inspected a number of selected bunkers and warehouses, Mr. Ueki reported.

ANNAN WELCOMES ARAFAT'S INTENTION TO APPOINT PRIME MINISTER
New York, Feb 14 2003 1:00PM
The United Nations Secretary-General, Kofi Annan, today welcomed the announcement by Palestinian Authority President Yasser Arafat that he intends to appoint a Prime Minister and also that he fully embraces the so-called road map of the diplomatic Quartet.

A  issued by a spokesman for Mr. Annan said the Secretary-General believed that these were two very important steps towards restarting the Middle East peace process.

"The Secretary-General looks forward to working with a credible and fully empowered Palestinian Prime Minister," spokesman Fred Eckhard said. "He believes it is now essential for the Palestinian Legislative Council to meet as soon as possible, so that Mr. Arafat can bring his nomination forward; and he urges both parties to do everything necessary for that to happen."

The Secretary-General also noted the importance of this move in advance of meetings in London next week between the parties and key members of the international community to discuss donor assistance and Palestinian reform, Mr. Eckhard added.

The envoys from the Quartet - which comprises the UN, European Union, Russian Federation and United States - will also convene during this set of meetings.
 


 
Northwest Power Interests Protected in Spending Bill
Bill places roadblock on Standard Market Design; includes BPA borrowing authority

WASHINGTON, DC – The omnibus spending bill conference report protects energy interests in the Northwest by ensuring Congress' oversight role in reviewing Federal Energy Regulatory Commission’s controversial Standard Market Design (SMD) proposal, and increasing BPA’s borrowing authority by $700 million.
Standard Market Design 
The conference report requires the Secretary of the Department of Energy to do an independent analysis of impact on electricity prices and reliability in different regions. U.S. Senator Maria Cantwell (D-WA), a member of Senate Energy Committee, fought for the inclusion of language addressing the SMD proposal because of its possible negative effect on Northwest energy prices and consumers. 
Cantwell has been fighting FERC’s efforts to finalize the SMD rule, which restructures regional energy markets. “While I would have preferred eliminating SMD altogether, this gives Congress another tool with which to review FERC’s decision,” Cantwell said. “However, to be useful, the Secretary’s report must be genuinely independent and not just a rubber stamping of the Administration’s refusal to protect consumers in energy markets.” 
Under the bill’s new language, before SMD can be finalized, the Department of Energy must complete an analysis comparing electricity prices and the impact on the safety and reliability of generation and transmission both under current conditions and the proposed SMD rule. DOE’s analysis of SMD must evaluate five issues:
The costs and benefits of the rule; 
Effect on state utility regulation; 
Financial effect on retail customers; 
Effect on the reasonableness of electricity prices; and 
Effect on the safe, reliable, and secure operation of the Nation’s generation and transmission facilities.
BPA Borrowing Authority 
Cantwell helped secure $700 million in increased borrowing authority for the BPA in the Senate omnibus bill and in the conference report. BPA will use the increase in borrowing authority to ensure the region’s energy system is reliable and secure, Senator Maria Cantwell (D-WA) joins Senator Larry Craig (R-ID) and the six other Northwest members in supporting the provision. 
“Increasing BPA’s borrowing authority is an investment in the Northwest’s energy system,” Cantwell said. “BPA will now be able to make the infrastructure improvements necessary to guarantee our energy system is reliable and secure.”
BPA owns and operates 75 percent of the high voltage transmission in the Northwest. Increased borrowing authority gives BPA the ability to make much-needed improvements in the region’s transmission grid, modernizing transmission lines and reducing bottlenecks. The borrowing authority will also allow BPA to fund new conservation and renewable energy initiatives and make improvements at existing hydroelectric facilities, to make them more efficient and fish friendly.
The omnibus spending bill conference report passed the Senate and House of Representatives late last night. It is headed to the President’s desk for his signature.
 

 
Investigation continues into Blue Mountains poaching
Officers seeking information from public

OLYMPIA -- State fish and wildlife officers are continuing to pursue their investigation into wide-scale elk and deer poaching in the Blue Mountains, and a private hunters' group is offering nearly $2,000 in rewards for information leading to arrests and convictions in the case. 
The investigation has already led to charges against two men. Jon Morton, 38, of Sumner, recently was found guilty of killing a game animal during closed season and wastage of a game animal. Morton was fined $6,000. 
More recently, the same charges were filed in Columbia County District Court against Dean E. Duckett, 38, of Lynnwood. That case is pending. 
Officers had been poised to arrest a third suspect but the man recently died, according to Washington Department of Fish and Wildlife <http://www.wa.gov/wdfw> (WDFW) Enforcement Chief Bruce Bjork. 
Bjork said officers are continuing to collect evidence against other suspects in the poachings, which include the killing of at least 24 bull elk and numerous deer from last September through January. 
"We are aggressively pursuing any and all information we receive regarding the individuals and groups who may have been involved in these crimes," Bjork said. "Anyone who has information regarding the case is urged to contact us. " 
WDFW Officer Todd Vandivert is leading the investigation for the department. He can be contacted through the Columbia County Sheriff's Office at 509-382-1100. Callers can also call the WDFW poaching hotline at 1-800-477-6224. 
The Hunters' Heritage Council is offering nearly $2,000 in rewards for information leading to arrests and convictions in the case. The Hunters' Heritage Council is a consortium of the Washington State Bowhunters, Inland Northwest Wildlife Council, Washingtonians for Wildlife Conservation, Citizens for Washington's Wildlife, and Safari Club International chapters of Puget Sound, Northwest, Inland Empire and Central Washington. 
WDFW's own reward fund provides at least $1,000 in rewards per violator charged. Depending on the number of people involved, several hundred dollars could be available to informants. Hunters who provide violator information that leads to an arrest and conviction can also be eligible for "hunter preference points" for advantage in special hunting permit drawings. 
Most of the dead elk were found last fall in the Eckler Mountain, Jasper Mountain and Skyline Road areas south of Dayton in Columbia County. However, at least eight elk have been killed this winter, bringing the total to at least 24. Most have been branch-antlered bulls, which are legally available only through a limited number of special hunting permits during a late October-early November season. 
Only the antlers were removed from most of the animals, with the carcasses left behind. Some were simply shot and left.

The news is out about Miguel Estrada and what Senate Democrats are doing to him. Estrada came to America as a teenager, unable to even speak English. But he worked hard, went to college, and then graduated magna cum laude from Harvard Law School, where he edited the Harvard Law Review. He went on to clerk for Supreme Court Justice Anthony Kennedy and was the Assistant to the Solicitor General of the United States from 1992-1997. During that time he argued before the Supreme Court 15 times, and he won ten of those cases. When President Bush nominated him to the federal bench, even the liberal American Bar Association gave him a high rating, and said he would be a very good judge. 
Miguel Estrada has earned the respect of his peers. His nomination should be the end to a great personal story of courage and perseverance, and what can happen when you work hard and play by the rules. It's not. Rush to War"?; Rather Cites "Growing Impatience" Over Bush's
"Slowness" on Security Money

On Thursday's World News Tonight, ABC reporter Martha
Raddatz adopted liberal anti-war "rush to war" rhetoric: "Germany,
France and Russia continue to argue against a rush to war and
tomorrow's UN report will have some positive elements..." 

"Rush to war"? More like creeping towards it.

Over on the CBS Evening News, MRC analyst Brad Wilmouth
noticed, Dan Rather highlighted an attack by liberal Senator
Robert Byrd on Bush's anti-terrorism efforts: 
"There is growing impatience over the Bush administration's
slowness, if not failure, to send money to cities and states to
beef up security. Democratic Senator Robert Byrd of West Virginia
today attacked what he called, quote, 'a shoestring homeland
security budget held together with duct tape,' unquote. Byrd said
this could endanger first responders in the event of a terror
attack."

As opposed to FBI agents having to waste time trekking off to
the West Virginia boonies where the Senate Appropriations
Committee veteran has forced the FBI and other agencies to locate
some of their divisions.
 

FEDERALIST PERSPECTIVE

Top of the fold...

It's high time for some right thinking in rebuttal to those
objecting to our imminent assault on Iraqi as we prosecute our
war against Jihadistan. Despite those who would insist we are
"about to go to war," we have been at war since 11 September,
2001. Our principal adversary is not Iraq, but Jihadistan,
that borderless nation of Islamic extremists with global reach,
inhabited by al-Qa'ida terrorists and other Islamists who are
targeting the U.S.

The "Islamic World" of the Quran recognizes no political
borders. While orthodox Muslims (those conforming to the teachings
of the "pre-Medina" Quran) do not support acts of terrorism or mass
murder, very large sects within the Islamic World are indoctrinated
with the "post-Mecca" Quran and Hadith (Mohammed's teachings),
which call for "Jihad" or "Holy War" against all "the enemies of
God." (Thus, why The Federalist terms this enemy "Jihadistan,"
or "nation of holy war."

Shortly after al-Qa'ida's 9-11 attacks, President George Bush said:
"This WAR on terrorism will be fought on a number of fronts,
in different ways. The front lines will look different from the
wars of the past." A year later, Iraq's support for al-Qa'ida
was clear, prompting Mr. Bush to declare, "Facing clear evidence
of peril, we cannot wait for the final proof -- the smoking gun
-- that could come in the form of a mushroom cloud." In his most
recent address to the nation, President Bush said, "It would take
just one vial, one canister, one crate slipped into this country
to bring a day of horror like none we have ever known."

Indeed, this conflict won't be resolved diplomatically, and
the war al-Qa'ida launched on our soil 17 months ago won't be
won defensively: this enemy can only be defeated in offensive,
preemptive strikes. As Prussian general and military philosopher
Karl von Clausewitz wrote in the early 19th century: "War is the
continuation of policy by other means. ... The best form of defense
is attack." The most effective policy to defend our homeland front
against al-Qa'ida, is taking offensive action against al-Qa'ida's
state-sponsors, and that means in this phase of the campaign,
"regime change" in Iraq.

But some Sociocrats and their cadre of Leftmedia talkingheads are
doing what they do best -- attempting to convert this perilous
campaign into political capital. Their arguments are so ludicrous
that even Demo Sen. Evan Bayh complained: "I don't understand those
who want to wait until the threat [from Iraq] is imminent. Do we
wait until the missiles are launched, until the smallpox is in
the country? The consequences of error could be catastrophic."

The Federalist has compiled a list of the Left's complaints and
objections to the prosecution of the warfront with Iraq. Let
us disabuse them of their self-serving and courage-deficient
delusions:

Look who we were supporting in the 80s... It was 24 years ago
this week, February 11, 1979, that a stated enemy of the U.S.,
the Ayatollah Ruhollah Khomeini, seized power in Iran, and seized
the American embassy, thereby inaugurating the modern Islamic
revolutionary movement. The Carter administration decided that
one way to contain that revolution was to keep supporting Iraq's
war with Iran. Protecting legitimate U.S. national interests
sometimes makes for strange bedfellows around the globe. However,
two wrongs -- supporting murderous regimes then and now -- don't
make a right.

Bush is a cowboy -- we can't go to Iraq without a unified
"international community" front... Perhaps the most widespread
mantra of the Left is to accuse President Bush of having a
"cowboy mentality" -- a foreign policy propensity to go-it-alone,
not to mention imperialistic ambitions. The President is sworn
to "preserve, protect and defend the Constitution of the United
States." This includes imminent threats to national security, with
or without international consensus. Fortunately, an international
consensus has emerged, "old Europe" notwithstanding.

Iraq is not an imminent threat... The information presented to
the UN Security Council by Sec. of State Colin Powell last week
is just the tip of the iceberg. For 16 months, the exposure of
numerous connections between Saddam Hussein's Iraqi regime and
Osama bin Laden's al-Qa'ida network provides more than adequate
justification for a preemptive strike against Iraq. And the WMD
threat from Iraq is not symmetric; rather, it is asymmetric in
that there is imminent danger that Saddam has already provided,
or certainly will provide WMD to surrogates like al-Qa'ida, who
will then deploy or detonate those weapons in a major U.S. urban
center -- or that of an ally.

There is no evidence of WMD in Iraq -- the UN has found
nothing... "No evidence"? Once again, the Left subscribes
to the notion that if you repeat a lie often enough, it will
become the truth. As for "finding nothing," UN inspectors will
find little without Iraq's mandated cooperation -- and Iraq has
NOT cooperated. Propagating the lie, the French unveiled a plan
to triple the number of UN inspectors in Iraq. UN Chief Weapons
Inspector Hans Blix panned the suggestion: "The principal problem
is not the number of inspectors but rather the active co-operation
of the Iraqi side, as we have said many times." The U.S. has now
presented ample evidence that Iraq is in possession of WMD --
most recently in the very public forum of Secretary Colin Powell's
briefing of the UN Security Council.

As for Saddam's humorous decree yesterday banning the production of
WMD in Iraq, and ordering his ministers to "take whatever measures
are necessary and punish people who do not adhere to it," that
order has already been issued, and Saddam is at the front of the
line for castigation.

We talk with North Korea, so why not Iraq?... Many pundits have
expressed concern that the Bush administration is devoting too
much time to the issue of Iraq, while the more pressing issue
of the North Korean nuclear program looms large, but is only
given lip service. (As we recall, President Bush included North
Korea prominently among the three nations forming the "Axis of
Evil.") What, exactly, has "talk" achieved in either case?

Of course, there is a substantial difference in motivations of
Baghdad and Pyongyang. While Saddam Hussein maintains ties with
terrorist organizations bent on the destruction of the West,
posing a clear and present danger to the national security of
the United States, Kim Jong Il is -- not for the first time --
applying pressure to his neighbors and the U.S. in order to obtain
economic concessions.

However, no one is ignoring the North Korean threat. The
U.S. representative to the International Atomic Energy Agency,
Kenneth Brill, noted that "the time is right for the Security
Council to begin considering this issue, [because Pyongyang's]
nuclear weapons program poses a direct threat to international
peace and security. ... [The threat that North Korea] will sell
fissile material to rogue states and terrorists is too great to
ignore." Secretary of Defense Donald Rumsfeld has already raised
the specter of this scenario; look for significant attention to
be paid to the Korean Peninsula in the aftermath of a second Gulf
War.

This war is just about oil... While some detractors suggest
prosecuting the Iraqi front is solely about oil, in the Middle
East, oil is intrinsic to regional stability, and regional
stability is intrinsic to the national security interests of the
United States -- including U.S. demand for Middle East oil.

Prosecuting Iraq will invite escalated terrorist attacks...
Indeed, the front with Iraq in our war with Jihadistan is the most
perilous yet. At best, successfully disarming Iraq will cut off one
major WMD resource for al-Qa'ida and other terrorist organizations.
At worst, al-Qa'ida has already been supplied some WMD by Iraq.
For sure, al-Qa'ida IS planning new attacks against the U.S. using
various conventional and WMD assaults, with the objective of
reducing our economy to ruins. Some analysts at the highest
levels of the intelligence and military communities believe that
al-Qa'ida will, eventually, detonate a nuclear weapon (not just
a radiological dispersion device but a fission weapon) in a major
U.S. urban center -- and that this attack IS inevitable.

Will the prosecution of the Iraqi front "invite" these attacks --
make the inevitable happen sooner rather than later? Perhaps it
will accelerate some conventional, biological or chemical attacks.
Disarming Iraq will, in effect, disarm a great number of al-Qa'ida
operatives -- but it will NOT disarm all of them. However,
failing to put Saddam out of business will ensure that al-Qa'ida
operatives are fully armed.

The good news -- for the 17 months since 9-11, al-Qa'ida
"sleeper cells" now positioned in the U.S. have been quiet.
Our intelligence sources estimate that there may not be enough of
those cells to expend them on conventional attacks (car bombs,
homicide bombers, et al.). They conclude this means that those
cells have not yet acquired nuclear-strike capability.

The Iraqi front with Jihadistan is replete with pitfalls. There are
going to be many casualties -- both military and civilian. Defense
Secretary Donald Rumsfeld declared: "There are moments in history
when the judgment and the resolve of free nations are put to
the test. This is such a moment. The security environment we
are entering is the most dangerous the world has seen. The lives
of our children and grandchildren could well hang in the balance."

President Bush understands the enormous risks and implications
of this conflict. No one has suggested that prosecuting the
front with Iraq is a panacea; the war with Jihadistan does not
end there.
 

ISSUE: The combined forces of the Hollywood machine have 
amassed their collective resources to make yet another attack 
on the rights of the American family.

The seven major Hollywood movie studios, along with fifteen 
prominent film directors and the Directors Guild of America 
have taken to the courts to try to wipe out an entire 
industry that is committed to giving parents and families 
the option of watching movies with a little less sex, 
profanity and violence.

ClearPlay, a new player in the filtering industry, has

ACTION ITEM: Hollywood has gone too far. We can acknowledge 
their right to make whatever movies they want, even though 
we might disagree with them. At the same time, we can insist 
that they recognize our rights, and the rights of our 
families, to control how we choose to experience those 
movies in our own homes. If technologies like ClearPlay help 
our families watch movies with less profanity, gore or 
nudity, then that should be our choice.

 Should Weapons Inspections Continue In Iraq?

PRO: Blix said no weapons of mass destruction were found. The use of force against Iraq is not justified at this time. The peaceful alternative to war is disarming Iraq through inspections. U.N. inspections are producing results should be given more time! 

 CON: Hans Blix told the Security Council that Saddam has not accounted for many banned weapons. Blix also reported that one of Iraq's new missile system exceeds the range limits set by the resolutions. Saddam is not cooperating. Don't waste any more time!
