NOT A REFUGEE written by poet Paul Polansky and published by Voice of Roma, gives voice to the Kosovo Roma and their plight in the aftermath of the 1999 war. American author and Romani rights activist Paul Polansky has lived with Roma for the past ten years in Eastern Europe, collecting their oral histories and writing several books about their persecution from the Holocaust to their current, desperate situation in Kosovo, Serbia, and Macedonia.

The NATO bombing of Yugoslavia and the violence in its aftermath have destroyed the homes and lives of the Roma (Gypsies) of Kosovo. Of the 150 - 200 thousand Roma of Kosovo, less than 20 thousand remain there today. 15 thousand Romani homes have been destroyed since the United Nations and NATO's "peace-keeping" forces took control of Kosovo.
