Seattle Council on Airport Affairs
 A Grassroots Organization Helping Communities, Government and Airports

The Seattle Council on Airport Affairs (SCAA) is an association of individuals, community-based organizations, and other entities, located primarily in Seattle, concerned about the negative impacts resulting from regional airports and aviation operations. SCAA is working to help educate citizens and elected officials on aviation issues and possible solutions. SCAA communicates citizen concerns and recommendations to regional airport officials.

Message From The President

These are critical times for Seattle and air transportation in general. Not only has the nation's awareness of air safety issues been elevated dramatically, there are also several important local issues of concern to area residents. These issues will likely affect the quality of life, safety, economics and availability of air travel in Western Washington. Many also have negative environmental impacts as well.

The Seattle Council on Airport Affairs (SCAA) is a grass roots organization dedicated to raising awareness of aviation issues in our region. We seek to maximize safety and quality of life while still supporting equitable and intelligent aircraft operations. We bring citizen concerns to our elected officials and we have participated at several levels of involvement with local airports.

Sea-Tac airport is currently proposing a multi-billion dollar expansion project including a very controversial and largely unpopular third runway. Better flight track options, that would reduce noise and increase safety to those on the ground, have been identified but still are not being utilized. King County International Airport (Boeing Field) is also being expanded. These issues affect all of us.

If you have an interest in regional aviation issues, we encourage you to become involved with SCAA. We welcome new members and contributions of information, time or financial donations. SCAA is a 501c3 organization and most financial contributions are tax exempt.

SCAA has already made a difference on some important local aviation issues. We hope to continue to give the residents of Seattle a louder voice in these difficult times.

Mission Statement

To raise awareness of noise, air and water pollution, and other environmental impacts from airport and aviation operations in the Puget Sound region, as they affect the Seattle area.

To protect public health, safety, and the environment from the impact of airport and aviation operations in the region.

To advance social welfare by combating community deterioration, while supporting equitable and responsible airport and aviation operations, in the Seattle area.

Goals and Objectives

  • To inform the public about airport and aviation issues.
  • To educate the general public, communities, and public officials about the impacts of Seattle area airport and aviation operations.
  • To report on airport and aviation compliance with all local, state, and federal regulations.
  • To promote airport and aviation compliance with applicable environmental-justice regulations.
  • To uphold and monitor full, fair public-participation in all planning or operational revisions of any local airports or aviation activities.
  • To study the safety, operational, and economic constraints placed on airport and aviation operators, by the Federal Aviation Administration (FAA) and other governmental agencies.
  • To encourage dialogue between airport operators, aviation operators, the FAA, and citizen groups to explore solutions to reduce the negative impact of airport and aviation operations on communities.
  • To work for rational regional transportation planning and allocation of transportation resources, as it relates to airport and aviation operations.
  • To urge local airport operators in the Seattle area and all associated aviation interests to internalize their external costs on society.
  • To encourage development of economic incentives for airport and aviation interests to promote operations that reduce the environmental impacts on communities.
  • To pursue limits on nighttime operations at all local airports, so that noise and other impacts do not cause sleep disturbances.
  • To evaluate impacts of any changes to local airport and aviation operations, and to promote reduction of negative impacts on communities.
  • To promote the enforcement of designated noise abatement corridors, with realistic penalties for violations.
  • To study noise abatement and noise reduction methods, and to advocate implementation of improved methods and technologies.
  • To support proposals to reduce the negative impacts of helicopter operations in and near residential communities.
  • To support proposals to reduce the negative impacts of aircraft testing and maintenance on residential communities.
  • To support proposals to reduce the negative impacts of float plane operations in and near residential communities.
  • To study and call attention to concerns about aviation safety, in the air and on the ground.
  • To seek implementation of appropriate aircraft noise and vibration monitoring measures throughout the Seattle area.
  • To seek implementation of effective air quality monitoring measures in the Seattle area, as it relates to airport and aviation operations.
  • To work with other airport and aviation interest groups, environmental groups, and governmental agencies to achieve SCAA's goals and objectives.
