
Fremont Time was organized and initially sponsored by the Fremont Neighborhood Council, a volunteer organization made up of Fremont residents. The concept for the project was developed in 1993, inspired by the Neighborhood Council's involvement in two highly participatory projects, the Neighborhood Support Project and the Community Capacity Survey. These projects motivated the Council to seek new ways to involve residents, (including isolated individuals) in community life. Thus Fremont Time was created, with grant funds from the City of Seattle Department of Neighborhoods and matching funds from Catholic Community Services. A steering committee was formed and in March 1994 three part time staff were hired to develop and implement the program. In March 1995 the steering committee finalized by-laws, became a board, filed articles of incorporation with the state of Washington and became independent from the Fremont Neighborhood Council. In August 1995 the last member of the paid staff resigned and the board made a decision to operate the program with an all volunteer staff.
