PUBLIC MEETING

The Director of DCLU is convening the Design Review Board for its recommendation regarding a commercial (hotel) development at the following location:

PROJECT DESCRIPTION

The site is located on the southeast corner of NE 43rd Street and Roosevelt Way NE and is within the University Urban Village, Brooklyn Addition zoned Commercial 1 with a 65? height limit (C1 65?). The proposal consists of a six-story hotel approximately 60,000 sq. ft. with 110 units and two levels of underground parking to accommodate approximately 80 parking spaces.

PROCESS

The applicant has applied for Design Review related to development of this site for a commercial (hotel) development. At the Design Review Board meeting the applicant may present information about the proposed design and how it responds to the Design Guideline priorities established at the Early Design Guidance Board meeting on 7/6/99 regarding this site; the public may offer comments regarding the proposed design; and, the Design Review Board members will offer to the Director of the Department of Design, Construction and Land Use their recommendations regarding the design.

NOTICE OF COMMENT PERIOD FOR MITIGATED DETERMINATION OF NONSIGNIFICANCE

On September 23, 1999, the Department of Design Construction and Land Use (DCLU) issued a threshold determination of significance requiring an environmental impacts statement for the project listed below. Supplemental information submitted by the applicant, plan revisions, and proposed mitigation indicate that the project will no longer have probable significant adverse impacts

Original Project Description:

Master Use Permit to establish use for future construction of six buildings containing nine congregate residences, one apartment, and one duplex in an environmentally critical area. Partially covered parking for thirty-three vehicles is proposed to be provided at grade.

Revised Project Description:

Master Use Permit to establish use for future construction of five buildings containing five congregate residences in an environmentally critical area. Partially covered parking for forty-five vehicles is proposed to be provided at grade.

Proposed Mitigation:

    • Provision of twelve additional parking spaces to meet actual demand for parking generated by the project.
    • Variation in structure siting, design, and finish material to mitigate the appearance of excessive height, bulk and scale.
    • Proposed construction phasing and staging which limits disturbance to the adjacent circulation network.
