Summary of the February 1, 1999 [2000] Meeting (prepared by David Goldberg, SPO)

Introduction of Roger Iwata - Roger introduced himself as the new Sound Transit Community Relations Coordinator for the University District, Roosevelt and Northgate. Roger has worked in this capacity on the Tacoma route and is finishing up there as they move into construction.

Station Area Planning Action Packages - David discussed the status of station area planning. He indicated that the City was preparing packages of recommendations that included responsibilities, costs and timelines for implementing. The action are those that were included in the Station Area Update he distributed in the early fall. The packages are currently being reviewed by City Departments and Sound Transit. They will be available for public review at the Upcoming workshop on March 13th.

Sound Transit Station Design Process - Ron Endlich discussed Sound Transit's schedule for station design and construction. He indicated that Sound Transit will be co-hosting the March 13th workshop to cover Station Design . Ron also mentioned that Sound Transit was proposing the City take the lead on design and construction of improvements to NE 43rd St. between 15th Ave NE and The Ave. He explained that the City and Sound Transit would work together to scope the project and would likely work closely with a group like The Ave Group in order to integrate with that work.

Peter D. requested that Sound Transit provide that committee with a list and budget of all the street improvements they were planning in the District.

David G. responded that the City was in process of discussing the extent and budget of these improvements. Sound Transit had made a proposal, the City had responded with it's recommendations and was waiting for Sound Transit's response. David responded for requests to review the list by stating he would check to make sure there weren't any concerns about discussing it while it was being reviewed by Sound Transit.

Bob C. expressed concern that the City not lengthen the time to complete project. David and Ron responded that Sound Transit and the City could agree to a timeline.

Roger W. suggested that the City look beyond NE 43rd to address design standards or options for public and private elements of the streetscape. This could be a "streetscape design pallet" (lighting, sidewalks, trees benches, etc) for University District streets. David responded that updating the City's street design manual was an element they were considering as a natural product of leading street design work.

Design Guidance - Cheryl described the role of the Light Rail Review Panel (LRRP) and where they were in their review process. Cheryl also described how the City is developing a permit process for light rail; something we don't currently have a process for reviewing.

Bill T. commented that the portals or station entrances should be designed to reflect their contexts; which are different at each entry.

Hans A. was also hopeful that identity and context would be considered. Roger W. Question whether the design guidelines were being developed too late. Cheryl responded that they were late. They had hoped Sound Transit's guidelines and the LRRP review process would be sufficient, however, they feel City guidelines are needed. LRRP and DCLU will work to make them as timely as possible.

Next Steps - David G. reviewed the outline of design review categories and explained how previous University District comments had been organized to correspond with the outline. He requested that the Advisory Committee review the outline and consider how they might add to it and provide more detail. David suggested that this document could be presented at the March 13th workshop to help participants comment on Sound Transit designs.
