Elements of a UCUC Neighborhood Transportation Plan
Community Perspective
[Note: The UCUC Plan is inaccurate in requesting a "UCUC Transportation Management Plan," since this term is generally used in a more restrictive sense than we intended. Perhaps we should call this program/plan the "UCUC Neighborhood Transportation Plan," to indicate that it applies to a restricted geographic area.]
I. Principles and Policies
See Transportation Element of UCUC Plan for a listing of "Principles and Policies."
II. Goals
Coordinate transportation planning by the parties responsible for transportation in the UCUC: City, Metro, CT, Sound Transit, WSDOT, UW.
Coordinate project development.
Long-term planning to provide better facilities for non-auto modes: transit, bikes, peds.
Reduce vehicle-miles-travelled in the UCUC.
Control pass-through traffic
Reduce parking demand and requirements in the UCUC.
III. Strategies
Arterial management program based on a survey of existing traffic analyses, supplemented by additional studies if necessary. Program will emphasize transit and bicycle mobility.
Center-wide transportation management plan (TMP).
Center-wide U-Pass program.
Unified parking policy, with reduced parking requirements tied to the TMP.
Pedestrian-friendly (transit-oriented) development.
Better bicycle facilities (including signed bike routes).
Shared car ownership program.
IV. Organization
City provide a transportation coordinator (probably from SPO) for the UCUC.
Transportation Sounding Board, involving all interested parties, to discuss on-going transportation issues. Or a transportation working group, focussed on technical discussion. Or both.
