Proposal for an
InterCorps Council for Washington State

The InterCorps Council of Washington State will be a group comprised of Washington Leaders Corps (WLC) members and members of other AmeriCorps State/National, VISTA, and Senior Corps streams of service. The ICC will provide an opportunity for the WLC members to enhance their leadership skills developed at WLC retreats. It will bring ideas discussed at the statewide Leaders training down to the local level, while collaborating with others members to achieve these goals.
Goals of the ICC
i To promote the Corporation for National Service and an ethic of service
i To facilitate regional, as well as statewide, communication amongst National Service members
i To encourage collaboration between streams of service by planning training sessions, service projects, and social activities for National Service members in their regions
i To support the Washington Commission For National and Community Service (WCNCS) and the Corporation for National Service- Washington State Office (CNS-WA) in planning and implementing state-wide activities such as the AmeriCorps Launch, and MLK day of service events.
i To serve as an Advisory Council for the WCNCS and CNS-WA to communicate state and national member concerns and ideas.
Washington Leaders Corps members will take a leadership role in promoting, implementing, and sustaining the InterCorps Council. Each region will elect two WLC members as the lead planners. Those key planners will be responsible for making sure meetings occur, arranging for a meeting facilitator as well as managing the logistics for regional ICC meetings.
The ICC will not meet at a statewide level, but will meet regionally on a bi-monthly basis (each region can meet more often if they wish to). Meeting locations will rotate, with a new member acting as facilitator for each. WLC members will introduce the ICC and then allow other members to take on leadership roles. Details concerning the statewide ICC structure will be determined by WLC members at the first retreat in November. Specific details concerning regional ICC structure will be determined by ICC members.
i One permanent staff person from the State Commission or the CNS-WA needs to serve as a primary ICC liaison to promote the growth of the ICC in future years. (Ideally, this person should also be involved with the Washington Leaders Corps.)
i The primary goal for the 1999-2000 year will be for each regional ICC to create a sustainable structure that meets their specific needs.
i Invite AmeriCorps Alumni from Washington State to serve in an advisory capacity within each regional ICC.
i An effort to recruit first year members who plan on continuing with a second year should be made.
i The ICC will maintain an active relationship with the Unified State Plan committee in their region (if active). Members of the Unified State Plan will be encouraged to recruit members from their programs to participate in the ICC. Committee members will also be encouraged to educate members on the purpose, and structure of the ICC.
Members of the ICC will include Washington Leader Corps members, as well as representatives from other National Service branches. Each AmeriCorps program can nominate 1 representative for every 20 members they have in their team. Single placement VISTAs and AmeriCorps members will nominate 1 representative for every 20 members in a region. (If there are less than 20, they will still nominate 1 representative.) RSVP programs will nominate 1 representative from each program.
