Dear President Bush,

As a concerned citizen and member of the Washington Reproductive Rights
Network (WaRRN), I am writing to express my outrage at your decision to
reinstate the Mexico City policy otherwise known as the "global gag rule.
This policy threatens global progress to provide life-saving family
planning and reproductive health services to millions of women and men
around the world. Like the majority of Americans, I care about family
planning and other reproductive health services both here in the U.S. and
in developing countries.

In imposing this policy you stated that you do not support using taxpayer
funds to perform or "promote" abortions overseas. They don't. Current law
already prohibits using U.S. taxpayer funds to perform abortions or lobby
for or against it. At the heart of the policy, and what makes it so
intrusive and far-reaching, is that it would control what foreign
recipients of U.S. international family planning assistance do and say
with their own funds.

Furthermore, with this memorandum the U.S. government comes between a
woman and her healthcare provider. By forcing health care professionals to
either restrict what they tell their patients or lose their U.S. funds,
this policy creates a culture of fear among the health care providers who
serve the world's most vulnerable people - including the more than 600,000
women who die annually around the world during pregnancy and childbirth

It is simply undemocratic and hypocritical for the U.S. to impose
restrictions on foreign organizations that would be unacceptable in our
own country.
