People's Pledge for Wild Salmon and Steelhead Recovery in Washington State

"... prior to the turn of the century as many as 40 million adult spawners annually returned to Pacific Northwest rivers.

"In 1991... The Salmon and Steelhead Stock Inventory identified 41 stocks of salmon, steelhead, and sea-run cutthroat trout from the Washington coast and Puget Sound region that were at risk of extinction. This same report also identified 76 stocks at risk in the Columbia Basin..."

"The overarching objective of this plan, though, is action. ...

"... the People's Pledge has been produced to complement and utilize existing laws and policies, such as the Washington State Wild Salmonid Policy, the state Growth Management Act, the Clean Water Act, and the Endangered Species Act.

"... presents a series of remedial actions that emphasize the use of existing laws and regulations, incentives to encourage compliance and participation, and in certain cases, the need for new policy to address issues that fall outside the present framework."
