Officers that misbehave are nearly untouchable - protected by unconcerned Seattle and King County prosecutors, red tape and a code of silence - the 'blue code' - that prevails in precincts. Copwatch's birth came in early 1996, and members point to the shooting of 28-year-old Eddie Anderson as an impetus."

Netwar in the Emerald City
