January, 1998 - "Ultimately, Copwatch wants police accountability to the
communities they serve. Officers that misbehave are nearly untouchable -
protected by unconcerned Seattle and King County prosecutors, red tape and a
code of silence - the 'blue code' - that prevails in precincts. Copwatch's
birth came in early 1996, and members point to the shooting of 28-year-old
Eddie Anderson as an impetus."

Netwar in the Emerald City

conflict. Netwar is a concept introduced in the early 1990's by two
researchers at the RAND corporation, ... David Ronfeldt and John Arquilla
proposed a new framework for viewing conflict in the information age."
