the park clean.
"WHCC has also spearheaded a campaign to get the City to stop neglecting 15th

Soundview Park Public Meeting
Tuesday, November 27th at 6:30 p.m.
Whitman Middle School Library
1590 NW 90th St., Seattle
"A community-sponsored design effort is underway. ... Bring your passion for
quality of life in our neighborhood, dedication to children, design ideas,
wish list, questions and concerns. Make a lasting contribution to our
community! ...
"Soundview Park is a favorite location for evening drinking sessions and
broken glass is a common safety concern... The play equipment at the site is
old and does not meet safety standards. ... lack of visibility and overgrown
shrubbery...
"... children in the commmunity do use the Soundview playground. There is a
large childcare center nearby that makes regular treks to use the swings and
the siblings of children playing sports at the Soundview Play Fields often
occupy themselves at the playground. The Parks Department operates a summer
program at the site. However, many families who live near Soundview drive
their children outside the immediate neighborhood to access safe and modern
play areas.
"The goal of the Soundview Park Project is to transform Soundview Park into
a gathering place that offers a safe environment for children to play and a
pleasant oasis for families."

Avoiding a Humanitarian Catastrophe in Afghanistan
Rep. McDermott Joins in Call to Stop Bombing, Prevent Famine
Monday, November 12 at 6:30 p.m.
Green Room, Kane Hall, University of Washington
"Representative Jim McDermott, the Washington Association of
Churches, the Church Council of Greater Seattle, and the 911
Peace Coalition have come together out of concern that the US
bombing and military escalation are crippling the timely
delivery and distribution of critical food aid, placing hundreds
of thousands of Afghan lives immediately at risk.
"The UN estimates that close to 7.5 million Afghans, one-third of
the entire population, will require food aid to see them through
the winter. ... Afghanistan had been receiving several million
tons of UN food aid each year before the US bombing halted that
program."

"... gather to raise money for Afghanistan and local food banks. ...some
participants will maintain a 72-hour fast... people associated with the fast
will be meeting with Senators and Congressional representatives.
"Aid agencies fear that time has already run out to deliver over
300,000 tons of food needed for winter. Christian Aid has
estimated that delivering this amount of aid would require over
800 truck loads per day, whereas in recent weeks only four
trucks get through on some days."

Criminal Justice Reform Network
-
"A diverse range of community organizations and individuals who are
concerned about our ineffective and unjust criminal justice system..."
The last twenty years of incarceration policy has been a "failed social
experiment which has destroyed lives, families and communities and has
diverted significant financial resources from our communities. The failed
'War on Drugs' is just one example of how our society has gone too far with
the 'punishment' model.
"We believe there are more effective and humane ways to deal with our
complex social issues. One of the many examples of a new model is the
reallocation of funds from incarceration to community support programs
(treatment, counseling, literacy and education, job-training, etc.)
which assists people in participating in our society rather than
making it more difficult. ...
"Organizations involved in labor, education, faith, economic development,
mental and community health, and other social services are coming together
due to the negative impact the current criminal justice system has on their
ability to serve their communities. Our politicians have acknowledged they
are unable to lead this new reform effort due to the fear of being labeled
soft on crime. They have confirmed that our community organizations must
push this agenda forward."

Donation $10 and up
To benefit the Afghanistan Relief Program of Oxfam America
"Winter comes early in mountainous Afghanistan; deep snows will
block roads and prevent food shipments to millions of refugees
forced from their homes by war and famine. Local artist April
Richardson and some friends have organized a program to raise
awareness of the catastrophe facing the refugees, and to raise
money for the Afghanistan Relief Program of Oxfam America. ...
"Dr. David Thomas, an epidemiologist at Fred Hutchinson Cancer
Research Center, will present slides from the late 60's, when he
was a young doctor investigating smallpox in Pakistan. The
slides feature herders and farmers and their varied types of
dwellings in pastoral, peaceful Afghanistan. ...
"Afghan-American Shafie Ayar will answer questions on history and
geography. As a 17-year-old medical student he created and led a
2000-member underground organization for 2 years. He was
apprehended and held political prisoner for 4-1/2 years by the
Russian puppet government. ...
"... a taste of Afghan culture. Wali Khairzada, owner of Kabul
Restaurant, came to the United States in 1972 to study... By the
time his studies were completed, the Russian regime had taken
power. ... Mr. Khairzada will offer traditional desserts, and
donate the proceeds to Oxfam America. Musicians Larry Ludwig and
David Brunn will play traditional music on the sitar and tabla.
...
"Marvin and Elizabeth Taylor co-founded... Health Emergent
International Services... With more than half a dozen trips into
Afghanistan during the past three years, the Taylors and their
nine-member medical team set up a clinic in the northern town of
Rostag... Slides and videos of their medical outreach to
Afghanistan show the land and their personal relationships
forged with the Afghan people after more than two decades of
war.

will describe the Afghanistan Relief Program, and what people
can do to help."

"Organized sports interests influence the Seattle Parks Department to the
extent that many neighborhood parks are being developed to support league
activities only. ...
"We feel that parks and playfields... should be used equally by the
neighborhoods and leagues in a way that will not detrimentally affect the
neighborhoods.
"Queen Anne Bowl is... a natural environment that is a peaceful and fun place
to play. To turn it into a harried and developed venue is really a crime
against Seattle neighborhoods. ...
"The goal of DPR is to increase scheduling capacity for citywide organized
[adult] sport leagues that pay for exclusive use of public athletic fields.
... Over 50 projects across the city are proposed at a cost to taxpayers of
over $136 million dollars.
"...field scheduling is accomplished on a citywide not a neighborhood basis.
... [This] is particularly disconcerting in field developments that use King
County Youth Grant Funding (Queen Anne Bowl being one). Because having kids
play in their neighborhood is the goal of the funding program. ...
"Although free drop-in use defines a public athletic field, the DPR has failed
to uphold this fundamental responsibility. ... Taxpayer funding requires
equitable use by all. The Seattle Parks Department has lost sight of this
essential truth."

"Justice not retaliation! Although we are stunned and horrifed at
the tragic events on September 11, 2001 in New York and
Washington, we - like many others - are gravely concerned that
the administration's response, in their haste for justice, could
result in more tragic loss of life, more innocent lives taken.
"On September 15, 2001, representatives from over 100 Seattle area
organizations began working together to help promote a just,
thoughtful, and compassionate response that reflects the ideals
that we aspire towards. ...
"We are concerned about the misguided reaction among
representatives of the US government that military strikes are
necessary to punish the perpetrators of the attacks. ...
"A commitment to peace with justice is the surest path to genuine
security in the United States and elsewhere. ...
"Contact your elected officials! It is important now to send a
message to all elected officials that we in Seattle and elsewhere
want justice, but 'justice' that compounds the tragedy of wasted
human lives is not justice. ..

Educational Forum on King County Inquest System
-
Larry Gossett
Metropolitan King County Council
District Ten
I am writing to invite you to a very important event being
planned for our community next Thursday, September 20th. Several
community organizations and agencies have organized a community
forum on the King County inquest system. This forum will take
place at Mt. Zion Baptist Church, 1634 19th Ave. (19th &
Madison). It will begin promptly at 7:00 p.m.
The organizations sponsoring this event are Mothers for Police
Accountability, the King County Civil Rights Commission, the
Seattle Human Rights Commission, and the American Civil
Liberties Union (ACLU). These sponsors have confirmed that there
will be experts there who will speak on how the inquest system
currently works, as well as others who will talk about reforms
they feel are needed to make it a more accountable process.
I have been asked to moderate the discussion portion of the
forum and would like to see you and other progressive-minded
individuals come and help us wrestle with questions like:
- What can we expect in the upcoming Aaron Roberts and Nelson Martinez inquests?
- Is there a way to guarantee minority participation on the inquest jury?
- Can a police officer be held criminally liable for a death he/she caused?
- Can a prosecutor subpoena witnesses?
I am hopeful that you will show up to this educational forum on
our county's inquest system. For more information, contact Nick
Allen, my legislative aide, at (206) 296-0321.
Sincerely,
Larry Gossett
Councilmember, District 10

"A fully shielded bulb shines all of its light on to the ground and none
directly into the sky. Therefore, fully shielded lights are twice as energy
efficient. Seattle's energy code completely ignores this type of energy
waste. Fully shielded lights have the added benefit of creating much less
sky glow and much less glare. Glare tends to make seeing at night more
difficult...
"In Canada, the city of Calgary is completely replacing all 49,000 of
its streetlights with fully shielded fixtures that use half the
electricity. The energy savings from this project will pay for itself
in just 6 ˝ years. ...
"Seattle's outdoor lighting codes do not address the problem of light
pollution and the associated energy waste. A partial solution to our energy
crisis now lies in your [Seattle City Council's'] hands."

"Join the People's Coalition for Justice in calling the Racial
Profiling Task Force to its task!
Thursday 8/30, 3:30pm, Municipal Building, 12th floor
"...the city's racial profiling task force is scheduled to vote
on an important issue: whether or not to include Officer ID on
the data collection form the task force was chartered to design.
"... please come join us on Thurs Aug 30. We will meet at 3:30 on
the 12th floor of the Municipal Building before going in to join
their meeting.
"...please send an email if you haven't already.
For more info: Vanessa Lee
"The People's Coalition for Justice has been watchdogging the
Seattle City Council's 'civilian' task force on racial
profiling. ... Currently the task force is deciding whether or
not the police officer should be required to report their name
or badge number on the form. Not surprisingly, the police have
taken a strong position against Officer ID on the form.
"... for the Task Force to refuse to do even that would show that
they are more interested in protecting the interests of the
police than representing the interests of the people.
"They have been discussing and debating this issue for weeks,
with a majority so far coming down on the side of the police. We
thought it might be helpful for them to get some input from
community members. That's where you come in...
"If you have time, call them both and let them know what you think:
Ms. Champion (206) 682-3620
Mr. Allen (206) 684-5328
"Please send these emails and make these calls... BEFORE THURSDAY AUGUST 30
"To: Pat Champion, Racial Profiling Task Force Co-Chair
(pchamp@urbanfaith.org)
George Allen, Legislative Assistant to Jim Compton
(george.allen@ci.seattle.wa.us).
"Dear Ms. Champion and Mr. Allen,
"First, as you are well aware, there is a serious lack of trust
between the community of Seattle, especially communities of
color, and the Seattle Police Department. ... Refusing to
require Officer ID will only confirm the community's beliefs
about the SPD's refusal to work towards accountability.
"Second, requiring Officer ID will yield invaluable information
... Of course the SPD and the Police Guild have long argued that
racial profiling, and every other problem of police misconduct,
are individual problems, the work of a few 'bad apples.' If this
is true, then they should be as eager as anyone to see those bad
apples exposed. If, on the other hand, the problem is far more
systemic, it will obviously require systemic solutions. Of all
the questions surrounding the issue of the racial profiling,
this is probably the single most important.
"Third, it is a fact that all police officers are capable of
making mistakes, and some actually lie. It's inevitable that
some forms will be filled out incompletely, incorrectly, and
even dishonestly. If officers are required to report their ID,
faulty forms can be traced to their author for verification,
correction, or investigation. If they are not required to report
their ID, there is simply no way to do that.
"Fourth, a purely internal system of accountability is no
accountability at all. ... The police are worried that, because
these forms will be subject to the Public Information Act, they
will be subject to scrutiny in the eyes of the media and the
general public. That's democracy.
"... remember the wishes of the civilian community your task
force was created to represent."

Death Sentence for August 28
Execution Was Based on Incomplete Information
-
"The people of Washington State are planning to execute James Elledge
on August 28, 2001, even though the jury was denied information
necessary for them to decide whether to sentence him to death. ...
"Mr. Elledge wanted to die, so he prevented the jury from hearing
evidence that would likely have saved his life. ...
"Washington's death penalty law allowed this suicidal person to hide
such crucial information from the jury. As a result, the jury could
not make a well-informed decision.
"Mr. Elledge will be the fourth person executed in Washington under our
current death penalty law. Three of the four have been 'volunteers' --
people who wanted to die and manipulated the legal system so the state
would kill them. Washington's death penalty is not about justice.
Instead, it selects people who are suicidal and/or mentally ill. "
