"WHCC is responsible for Baker Park, located just below 85th between Mary and 14th Ave NW. Thanks to the enormous efforts of park enthusiasts, gardeners and residents, what was once abandoned property is now a lovely park. WHCC and neighboring Cinquegranelli Montessori maintain the landscaping and keep the park clean.

"WHCC has also spearheaded a campaign to get the City to stop neglecting 15th Ave NW. Our 15th Ave Improvement Committee has the attention of Seattle Transportation and is looking for new people to get involved to help us move to the next level: getting a neighborhood grant to hire professionals to design a master plan for the street."

The last twenty years of incarceration policy has been a "failed social experiment which has destroyed lives, families and communities and has diverted significant financial resources from our communities. The failed 'War on Drugs' is just one example of how our society has gone too far with the 'punishment' model.

"We believe there are more effective and humane ways to deal with our complex social issues. One of the many examples of a new model is the reallocation of funds from incarceration to community support programs (treatment, counseling, literacy and education, job-training, etc.) which assists people in participating in our society rather than making it more difficult. ...

"Organizations involved in labor, education, faith, economic development, mental and community health, and other social services are coming together due to the negative impact the current criminal justice system has on their ability to serve their communities. Our politicians have acknowledged they are unable to lead this new reform effort due to the fear of being labeled soft on crime. They have confirmed that our community organizations must push this agenda forward."

"Marvin and Elizabeth Taylor co-founded... Health Emergent International Services... Slides and videos of their medical outreach to Afghanistan show the land and their personal relationships forged with the Afghan people after more than two decades of war.

"Although free drop-in use defines a public athletic field, the DPR has failed to uphold this fundamental responsibility. ... Taxpayer funding requires equitable use by all. The Seattle Parks Department has lost sight of this essential truth."

Educational Forum on King County Inquest System

I am writing to invite you to a very important event being planned for our community next Thursday, September 20th. Several community organizations and agencies have organized a community forum on the King County inquest system. This forum will take place at Mt. Zion Baptist Church, 1634 19th Ave. (19th & Madison). It will begin promptly at 7:00 p.m.

The organizations sponsoring this event are Mothers for Police Accountability, the King County Civil Rights Commission, the Seattle Human Rights Commission, and the American Civil Liberties Union (ACLU). These sponsors have confirmed that there will be experts there who will speak on how the inquest system currently works, as well as others who will talk about reforms they feel are needed to make it a more accountable process.

I have been asked to moderate the discussion portion of the forum and would like to see you and other progressive-minded individuals come and help us wrestle with questions like:

  1. What can we expect in the upcoming Aaron Roberts and Nelson Martinez inquests?
  2. Is there a way to guarantee minority participation on the inquest jury?
  3. Can a police officer be held criminally liable for a death he/she caused?
  4. Can a prosecutor subpoena witnesses?

"First, as you are well aware, there is a serious lack of trust between the community of Seattle, especially communities of color, and the Seattle Police Department. ... Refusing to require Officer ID will only confirm the community's beliefs about the SPD's refusal to work towards accountability.

"Second, requiring Officer ID will yield invaluable information ... Of course the SPD and the Police Guild have long argued that racial profiling, and every other problem of police misconduct, are individual problems, the work of a few 'bad apples.' If this is true, then they should be as eager as anyone to see those bad apples exposed. If, on the other hand, the problem is far more systemic, it will obviously require systemic solutions. Of all the questions surrounding the issue of the racial profiling, this is probably the single most important.

"Third, it is a fact that all police officers are capable of making mistakes, and some actually lie. It's inevitable that some forms will be filled out incompletely, incorrectly, and even dishonestly. If officers are required to report their ID, faulty forms can be traced to their author for verification, correction, or investigation. If they are not required to report their ID, there is simply no way to do that.

"Fourth, a purely internal system of accountability is no accountability at all. ... The police are worried that, because these forms will be subject to the Public Information Act, they will be subject to scrutiny in the eyes of the media and the general public. That's democracy.

"... remember the wishes of the civilian community your task force was created to represent."

"The people of Washington State are planning to execute James Elledge on August 28, 2001, even though the jury was denied information necessary for them to decide whether to sentence him to death. ...

"Mr. Elledge wanted to die, so he prevented the jury from hearing evidence that would likely have saved his life. ...

"Washington's death penalty law allowed this suicidal person to hide such crucial information from the jury. As a result, the jury could not make a well-informed decision.

"Mr. Elledge will be the fourth person executed in Washington under our current death penalty law. Three of the four have been 'volunteers' -- people who wanted to die and manipulated the legal system so the state would kill them. Washington's death penalty is not about justice. Instead, it selects people who are suicidal and/or mentally ill. "
