This agreement is binding. SOAR retains the right to suspend the Community
Garden Committee as a subcommittee of SOAR District if any factors of the
agreement are not upheld.

The Community Garden Project and SOAR District
RESOLUTION #2005-00
The SOAR Board of Directors agrees to accept the Sisters Community Garden
Committee as a sub-committee of Sisters Organization for Activities and
Recreation District with the following conditions:
- The Community Garden Committee will retain responsibility for all financial
matters relating to the community garden program (including maintenance costs,
fundraising and grant writing and proposals) independent of the SOAR District
annual budgets.
- The Community Garden Committee is responsible for maintenance of the
Community Garden.
- The Community Garden Committee is responsible for maintaining membership in
its own committee and scheduling of its members for garden maintenance and
garden projects. The committee must maintain a membership which is capable of
performing the duties of the garden program and administration, and is
responsible for all costs related to the garden projects and membership. SOAR
District staff will not be involved with these projects.
- The Community Garden Committee is responsible for any additional insurance
expense incurred by SOAR for liability (or other necessary) insurance coverage
for the community garden program. This additional insurance coverage is
expected to be variable, depending on SOAR's annual budget; the responsibility
for variable costs is that of the Community Garden Committee.
- The Community Garden Committee is responsible for a quarterly report to the
SOAR Board of Directors, which will include minutes from Community Garden
Committee meetings, on-going and future projects and all other information
related to the function of the community garden and the Community Garden
Committee. A Community Garden Committee officer will present this report at a
SOAR monthly board meeting.
